Yes, a carrier can exclude a plan and/or product from the program. Carriers choose which plans to have qualified with Insure Oklahoma, if they have several plans that meet the qualification requirements they do not necessarily have to submit all for qualification. However, a carrier cannot fail to offer all products available in the small group market. Carriers must allow all products approved for sale in the small group market to be sold. Carriers cannot have certain small group products exclusively available to Insure Oklahoma participating employers, they must allow all plans to be available.
