The intent of the program is to provide as much flexibility as possible to communities as they set aside greenspace. The Administrative Rules were drafted to allow counties and cities to develop alternative agreements for division of funds. If alternative proposals cannot be agreed upon, then the default is to allocate funds based on population as provided in the statute.
