Lavender can be potted up and brought indoors to overwinter. You will need to give it a sunny spot for it to thrive. Depending on how mature the plant is, you may notice a bit of transplant shock, such as wilting tips. To avoid this try to dig up as much as the roots as possible. I am curious where you live and what species of Lavender you have. Where I am in Canada the winters get down to -35 C, but my Lavender survives because I mulch it with leaves in the fall, and make sure it has a good insulating layer of snow over that all winter. Some Lavender species are much hardier than others. Since Basil is an annual, it will start to die after it has flowered and started to set seed. (There are perennial basils, but they are not commonly found in garden centers, so you likely have an annual variety). Rather than putting all that time and energy into potting it up, since it will just die off, why not purchase some young basil plants so that you will have a fresh batch of leaves to harvest
