Can I configure Outlook 2007 with the .prf files?

Yes – .prf files can work with Outlook 2007 with an import procedure, described in this Technet article: Customize Outlook profiles by using an Outlook Profile (PRF) file (see the “Applying Outlook user profiles by using a PRF file” section at the bottom of the page). Ideally, we will have a .prf that can simply be downloaded and executed. This requires tools that aren’t currently available.
