If no tax return was filed for her, no she won’t get a stimulus check. If she had enough income to be eligible, then you could file a return for her and receive a stimulus check which would go into her estate.

If she was receiving social security you can file a return for her as a deceased person showing no income marked “stimulus payment” on top and a refund can be issued to her estate or executor.
