File a complaint against yourself while you’re at it. The Police were doing their jobs while you were driving in an unsafe manner. Chasing a cyclist on the wrong side of the road and over a median in a van is not safe driving. If you had any legal grounds your lawyer would have been able to at least get things reduced. So take responsibility for your actions. It is not the fault of the Police that you are going to suffer for your actions, it is yours. I don’t see where you have grounds to complain. Especially if you’re going to plead guilty.

Unless you can prove there was some illicit reason the cyclist wasn’t charged then you cannot complain about the police CPS deciding not to prosecute someone it is obvious by your narrative that you were to one who caused the matter to escalate and put others at risk by your driving.
