No. Starting with Solaris/x86 2.4, they are no longer configured. Starting with Solaris 8, the functionality was removed.

Yes. Starting with Solaris/x86 2.4, they are no longer configured during the installation, but they still work if configured afterwards by hand. Sun disabled them because they are no longer officially supported, and they recommend using CDE Workspace areas for multiple console screens.
