Can I run the QPT on a standalone PC without using the CD ROM?

Yes. You need to copy all QPT files onto the hard disk of your PC during the installation. Choose the Custom option whilst installing the QPT and click on all icons on the installer screen and select This feature, and all subfeatures will be installed on the local hard drive. Please see the User Manual for more detailed installation instructions.
