Can Junior CSM rate Senior SGM?

Q: Can a CSM rate a SGM who has more time-in-grade? I know that a CSM out-ranks a SGM based on position but according to the guidance in the regulation, the 1SG or CSM must be senior in pay grade or date of rank. It states nothing about position. A: The CSM cannot rate a SGM unless he is senior by date of rank. There are exceptions to the policy but they must be requested in writing to DA HRC (AHRC-MSE). As a general rule, we routinely disapprove such requests unless there are clearly special circumstances outlined in the request that are out of the ordinary.
