The Diplomacy Phase is very “free form.” Players are permitted to flip flop back and forth in any way or order they choose. For example, if I declare war against a particular Ideology, I can choose to rescind that after further discussion takes place during that phase. Of course, the other Ideology can choose to remain at war by declaring war itself. The only rule of thumb to remember is that if two players offer diverse terms to each other and cannot come to an agreement, the more severe stance is adopted.
