This is an answer I gave to a similar question: It was more or less the tar baby formula…. Let’s go back to 1940… France was the colonial master of Indochina, which included Vietnam. Germany overwhelmed France in the opening days of WW2 and forced the Vichy French government to give control of Indochina to Japan. American OSS officers, the forerunner to the CIA, dropped into Indochina late in the war and assisted Ho Chi Minh in his fight against the Japanese. The OSS believed that Indochina should be granted its independence from France following WW2 and that Ho was more a nationalist than a Communist. However, France threatened to ally itself with the Soviet Union if it was not given Indochina back and the British and Americans caved to French demands. Ho immediately started fighting the French and defeated the French at Dien Bien Phu in 1954. Four nations were created from Indochina: North Vietnam under Ho, South Vietnam, Cambodia and Laos.
