People don’t need to be worried about the design changing a ton at the last minute. Once you have a design approve by a plan or architecture review commision, you are committed to that design. This means window colors, paint colors,… everything. You submit a sample board to the city and they hold it as a binding commitment to that material. Any futher changes require approval by that commission. Although it is usually a much less formal process, once the major portion of the design is approved, if the design changes significantly, they will often require additional hearings. So it is not like construction will begin and the building will look like a statue of calatrava giving the finger to trump tower. (as appropriate and humorous as it may be!)
