Can the PI include travel expenses and software purchases in his or her proposal?

Paying for travel expenses under an IRAD award is generally discouraged. Travel money is available from other Goddard sources. However, if the travel is absolutely essential to the proposal, the PI can include the request in his or her proposal. As for software, general applications such as Microsoft Office cannot be purchased under an IRAD award. Funds only are available for unique applications critical to the research.
