If it’s just HTML/CSS/JavaScript, simply edit it with a standard text editor (or something as advanced as an IDE, such as Aptana, if you really want) and then open it in your browser (or preview it in Aptana if you took that route.) If you want to program with a database, I suggest you download any type of prepackaged WAMP (Windows, Apache, MySQL, PHP if you’re or Windows. It’s called LAMP if you’re on Linux, and I’m assuming MAMP on Mac.) If you don’t want to set up a development environment on your computer, then go for the free hosting route. The only one I can recommend in terms of quality is actually IsMyWebsite.com, but that’s not for testing purposes (yet, it’ll have a sandbox node soon.) The ones that you could probably mess around on are Freehostia.com, Byethost.com, and maybe x10Hosting.com (they’ll get at you for not displaying ads on your just-made test pages.)
