Can create aggregate device?

Can anyone help me here, I know exactly how to create an aggregate device but when I go to hit the check boxes for various ins/outs it flashes like it worked for a second then appears back where it was on the list, unchecked. I have no idea what the problem is, but it won’t let checks appear, it just appears checked and goes tot he top of the list for about a nanosecond and then appears again at the bottom unchecked, hence i cannot create aggregate audio devices. EDIT: also, i’ve tried restarting, etc numerous times to no avail.
