If you are an American, Harry did attend a public school. In England, they call their public school private and their private school. public. Harry did go to a state or public school. He attended until he was 10. After school was out that year, he learned he was a wizard and switched to Hogwarts. Dudley and harry were getting ready to go to school, and Petunia Dursley was dyeing an old uniform belonging to Dudley for Harry to wear when school started. Remember? Harry was asking am I going to have to wear that? and laughing at Dudley in his goofy red shorts and vest with a cane! But they said Harry was going to the private (public) school while Dudley went to Smeltings. BTW, St. Brutus’s school was where Vernon claimed that Harry was attending schoo lwhen Aunt Marge came to visit because he had to explain harry’s absence during school year.
