When you have a good feel for the structure of your enhancement, go to the Vassal page at the Sourceforge site and create a new Request For Enhancement (RFE) with your idea. Include as much detail as you can. Try and have a good idea of what the enhancement will look like, what commands/buttons/windows etc. it will need. This does not mean that your idea will get done, but it creates a central reference point for information and comments on your idea. Two of the biggest time burners for developers are Analysis (Working out the details of what it needs to look like and it how it works from a high-level point of view) and Testing. Neither Analysis or Testing required programming experience and if you can make yourself available for these, you have a far better chance of getting a developer interested in your project.
