I am not sure of the exact location of the Scheldt Estuary. If you mean the estuary leading through GW2:0520 to Antwerp, the information I have is that traffic to and from Antwerp by the owner of the port does not risk violating Dutch neutrality. Thus, the Belgians may use Antwerp as a port as long as they control it and hex GW2:0619. If the CP captures Antwerp and hex GW2:0619, they may then use it as a port without risking Dutch neutrality.
