Do ground units pay any cost to load or unload supplies?
No. The actual “cost” for loading or unloading supplies is presumed to be paid by the administrative elements of the ground units or by the division or corps to which they are attached. In effect, the supplies are loaded and unloaded by some of those myriad “hidden personnel points” you read about in the rules. You may load or unload supplies at any point in a unit’s movement. You may also use rail or administrative movement while carrying supplies.
