States make section 3114(a) subgrants to LEAs on a formula basis. Allocations to LEAs are based on the number of limited English proficient students enrolled by the LEA. However, section 3114(d) subgrants, for LEAs that have experienced a significant increase in the number of immigrant students, are not made on a formula basis.
