Does 3d animation and CGI and special effects fall under the category of “motion graphics?”

Yes and no. Of course you can use 3D and special effects in order to make outstanding motion graphics, but usually the term “motion graphics” is used for a more abstract type of animation. This can include 3D or can only be 2D animation (even just shapes, lines and colours). What usually makes motion graphics standout is great design and rythm, usually keeping up with the music in a way that makes an awesome presentation. But the fact that you make some 3D animation&special effects doesn’t mean you are making motion graphics… unless you see it as if you were making graphics… that are in motion!
