No. Business Workflow/WebFlow manages complex business processes, whereas Alert Management simply notifies users of the occurrence of critical situations. You can include the triggering of an alert as a step of a more complex workflow. It is also planned to support the triggering of a workflow as an (optional) subsequent activity, though a solution has not yet been implemented for this yet.
