If you have been exercising your EU treaty rights for five years, i.e. been employed, self employed, studying or otherwise financially self sufficient during that time, you automatically have permanent residence in the UK. You must have this for one year before you are eligible to apply for citizenship. You can apply for confirmation of your PR status. It is not legally required, but it will make the citizenship application more straightforward as you will have already provided the proof required to satisfy the residency requirements.
