Does inner belly (visceral fat) hinder core strength and flexibility?

Visceral adipose usually refers to the necessary fat lining the organs (i.e. the greater omentum covering the intestines). This would not hinder core strength and flexibility. Even though you may still have a slight layer of fat covering your muscles underneath the skin, this would have no effect on the actual strength of the muscles. The muscle fibers within themselves will become stronger by producing more mitochondria for energy use and by having more effecient contractile force. Luckily, having a little bit of belly fat doesn’t do anything to affect this, as long as you’re consistent in building and strengthening the muscles beneath it.
