No it does not. JTA can currently levy a tax within the City of Jackson . Section 19 of Act 196 provides that a political subdivision otherwise granted taxing authority under state law may levy a tax . . . and appropriate, grant, or contribute the proceeds to JTA . . . or to provide sufficient money to fulfill its contractual obligation to JTA under Section 20.
