Does my surface water drain to a public sewer?

If it’s not running into a drain, then it has to go somewhere. This would be a soakaway, which is a percolated pit in your garden. Generally you can tell from the depth of the pipe entering a soakaway is it is usually quite high near the surface. It is very unlikley you have this, unless your house is particularly old, and in an ‘undeveloped’ area. The surface / rainwater will discharge into the public drain, or also into the sewer if it is a combined sewer system – which are still constructed and used dependant on the area and potential capacity of the sewer. Check your drain pipe and where it goes, assuming it is into the ground, then there is probably an inspection chamber / ‘manhole’ nearby. If it’s not showing elements of foul waste (You don’t need an explanation for this) then it’s a surface water drain.
