Does the A38 (Devon), A303, or M3 (Hampshire/Surrey) get bad traffic?

I don’t drive on the ‘other’ side of Plymouth relative to where I am (north Cornwall) very often but I wouldn’t have thought you’d have much trouble on the A38, either during day or night time. Most of the heavy traffic coming through the county will either be on the A30 (dual carriageway and main route right through Devon and on through Cornwall) or the M5 (from Exeter northwards towards Birmingham), which I’d imagine you’d be nowhere near.
