Answer 4.No. As shown in the Scope Section, there is clearly a significant shortfall. The large drop in interest rates over the past 10 years or so has had a marked negative impact on interest funds available. This shortfall means that major additions or landscaping upgrades to the cemetery are mostly beyond NBCS revenue capability.
