No. The responsibility for maintaining the ditch, pipe or channel falls on the property owner. Stormwater Utility crews can only maintain ditches or other drainage facilities on private property if the facility is within the drainage easement granted to the City and if the facility carries runoff from upstream property. Without an easement, the responsibility for maintaining the ditch, pipe or channel falls on the property owner.
