Does this overclock the processor?
Yes, there are sites where you can utilize the collected knowledge of the overclocking community. Usually a small increase in clock speed will not hurt it, but if you see any weird graphics like snow or missing shapes, turn it down again. it would be a very bad idea to alter the clock speed without fully researching what you are doing. Check the end of my answer for some links. I was not actually aware that you could overclock using vtune, but I do not really know the program. And just to warn you, that slider probably does not represent the limits of your hardware, so all that room could be decieving. The performance of a graphics intensive game like GTA4 would generally be much more reliant on the performance of your graphics card (Graphics Processing Unit – GPU) than your processors (Central Processing Unit – CPU).
