No, not at all. This measure does not impede government flexibility in any way. This measure, in fact, will help our elected officials in their deliberative process when evaluating needs and provide necessary input to officials from those whom they represent. In a democracy the will and desire of the people is what government should respond to. Demographics do not change overnight they change over time. This means they can be planned for; they do not emerge as “emergencies”. The same is true of “emerging” needs. Both changing demographics and emerging needs are predictable and can be planned for in the ordinary course of deliberations.
