In theory, both should equal 100%. However the payroll column may not equal 100% because the system rounds the payroll numbers. For example, if a researcher has three accounts that each contribute exactly one third of their total payroll, each account would have a payroll percentage of approximately 33.33%. The system will round to the nearest whole number (33) for each account. The account percentages would sum to 99% even though it includes 100% of their payroll. Also, no account can have less than 1% payroll if the researcher got paid on that account. For example, if a researcher got paid $30,000 on one account and $50 on another account, account one will have 100% and account two will have 1% for a total of 101%.
