A5. For Second Increment RHF submissions for FY 2003, 2004, 2005 and 2006, the leveraging should be calculated using the PHA s first five-years. Starting with FY 2007 submissions due in FY 2006, the leveraging for Second Increment RHF submissions will be calculated by the project s first five-years. HUD will provide the minimum required leverage amount by project, and PHAs will need to check/confirm that they have already met and/or will meet the minimum.
