What you’re talking about (I think) is modifying the firmware inside standalone DVD players. On some this may be possible, but not on others. Many players can be converted to multi-region by modifying the firmware – these multi-region boxes are widely available, even from some reputable dealers. As to the issue with whether they play both PAL and NTSC disks, that’s more complicated, and depends what the player was designed to do before it was upgraded to multi-region. You’ll need to chat with some specialist DVD multi-region box dealers to get the most accurate answers I think. Modifying the firmware is really a job for experts and Uber-Geeks…
