It does. If you do it for years they don’t grow back. It’s not always a good thing as shapes of eyebrows change with the fashion. As in sometimes thicker eyebrows are in and sometimes thinner. In the 60’s really thin ones were in so everyone plucked them thinly and when the thicker ones came back they didn’t have any lol.
