Answer The lily pads would the be the primary producers (i.e. photosynthesize), the insects the primary consumers (i.e. eating the lily pads), the frogs the secondary consumers (i.e. eating the insects), the snake the tertiary consumer eating the frogs and the hawk the quaternary consumer eating the snake. I.e. in this scenario the hawk is the top predator.
