Starting with the COBIT framework, the application of international standards and guidelines and research into good practices led to the development of the control objectives. Management needed a similar application of the framework to allow self-assessment and choices to be made for control implementation and improvements over its information and related technology. The management guidelines provide the tools to accomplish this. They were developed for each of the 34 IT processes, with a management and performance measurement perspective. Maturity models, goals and metrics, and roles and responsibilities (RACI) charts are provided by the guidelines to support management decision-making processes. With COBIT 4.0 the management guidelines were integrated and positioned together with the control objectives in one complete publication, to give users a single complete source.
