Currently, Colorado Lottery proceeds are distributed according to the will of the voters through a 1992 amendment to the state constitution. That amendment provided a formula to phase out Lottery funding of the State Capital Construction Fund and to introduce a new proceeds recipient, the Great Outdoors Colorado Trust Fund (GOCO).
