How can children play if they are cognitively less able or have a hard time following the rules?

Have those children make the initial choice, not the consequence. Whether they choose a card about hitting someone or raising their hand, it will fit in the game’s procedure. If the child selecting the consequence chooses one that does not make sense, use your best judgment to determine if they do not understand or if they are “messing around.” If so tell them, “You are choosing to mess around,” and show them the corresponding card. Again, using your judgment, give them another chance to make a different choice or say to them, “Your consequence is to lose your turn, please go sit down.” If the child truly does not understand what a suitable consequence should be, give two appropriate consequence cards from which they may select.
