How can I find a GSIship if no position is currently available to me in my department?

Many departments hire GSIs who are enrolled as graduate students in other departments. If you are looking for a position, you should first go to the Berkeley Human Resources web page. There you will find the name and email addresses of contact people in each department who are in charge of administering GSI appointments.
