Is he biting hard? Birds always “taste” before they step up, I heard it’s to make sure you’re solid or something like that. It sounds like you have made some progress-you can feed him with your hands and he responds well to you when you talk. It may just take more time. Instead of asking him to step up on one finger right now you may use your whole hand with your palm facing down. Make your right hand flat, palm down, and hold some millet spray dangling out from your left hand just far enough away that he’d have to step up on your right hand to get to it. After he steps up Don’t! continue moving the millet spray away to make him walk farther on to your hand, the point is to make him trust you and reward him for his beginning “baby steps”. After he’s comfortable stepping up and getting it on the first step (after several days), then you can move it farther back. Always make it a reward for him to step up on you and be touched by you. If he does try to bite, never get angry, never yell,
