WebSamhita provides only a user interface for inputting text in Indian language. You can code the Message Board in any language you wish. You only have to make sure that the user interface comes in the form of WebSamhita Edit components so that the user can type in Indian languages. The rest is same as any standard Message board application you will develop in English.
