After unpacking the archive there’s very little left to do, you have the choice of: • Simply running emacs-21.x\bin\runemacs.exe • Running emacs-21.x\bin\addpm.exe If you run “addpm.exe”, and answer OK to the message box that pops up then GNU Emacs will be added to your start menu, and certain registry keys will be created for you. This isn’t compulsorary as in previous releases – so the choice is yours.

You can run Emacs without any extra steps, but if you want icons in your Start Menu, or for Emacs to detect the image libraries that are already installed on your system as part of GTK, then you should run the program emacs-22.3\bin\addpm.exe.
