I tried to SVN-2-TFS by a company called Kyrosoft and it worked very well for my CVS code migration to TFS. Essentially what I did was – I converted cvs2svn, which is a very stable release and then converted from SVN to TFS using SVN-2-TFS. SVN is free anyway. Check out the trial version as well.
