First hose it off with water. Then sprinkle baking soda, liberally over the concrete. Allow it to sit for a few minutes, and then scrub it. Hose it off again. Then clean with a product called Odoban. This is what we do at the grooming shop/kennel where I work. Be careful of using bleach, though. Concrete is porous and bleach mixed with urine (ammonia) makes dangerous gases.
