At first be close enough to physically intervene and say “GENTLE” firmly in a low voice and separate(pull away) the older dog from the younger dog and firmly hold his head still in your hand until he relaxes Don’t sound freaked out or mad or scared just be calm and firm. Then let them play again and when it gets too rough do this again. Sooner than later you should be able to just say “gentle” to remind them to tone down the play. You should probably kennel train the young pup though and not let them play together unsupervised until the young pup can handle this level of play. When they get older you should be able to use this command to ask for a level of play that is acceptable indoors.
