Best way is “spit and polish” Firstly, use Kiwi polish, its the best. Give the boots a good clean with a brush. Apply the polish using a good quality yellow duster, by wrapping the duster around your fingers and dipping into the polish. Next, using the same duster, dip in cold water and polish using small circles, going around and around. Keep dipping into the water as required. Repeat the process over and over again. At first, it seems to take ages to get a good, deep shine, but when you get there, its just gets better. I was once told, that you could occasionally use a touch of brown polish to give a deeper shine, but was never convinced it would work.
