You’ll have the best access to the back rise seam if you do it this way. First, press the back rise seam flat and open up the waistline.
Starting at the waist and tapering down to the lower section of the back rise seam, draw a line using tailor’s chalk. Just make sure you will take the correct inseam measurements. If you are not really good at that, better find a tailor who will do this for you for a couple of bucks. It’s not so expensive. Rather pay a professional than ruin your pants.

Remove the seams with a seam ripper. For the waist, remove the back crotch seam. For the length, remove the current hem. Adjust the seams to the requested size and re-sew the pants. Ask the customer to try on the cargo pants before leaving to verify that the alterations provide a good fit.
