Combine 1 cup of sugar, the cream of tartar, and the baking soda in a small bowl. Mix thoroughly by hand. Add your sugar mixture to the butter (about 1/4 cup at a time), beating constantly with the electric mixer. Beat until well mixed. Add the egg and the vanilla extract to your mixture, and continue to beat mixture until blended. With the electric mixer on high/maximum speed, add the flour (about 1/4 cup at a time).
