You need to defeat Darkrai. You can’t evolve anyone on your team until you do. 1.Graduate from the guild. 2. Go to Blizzard Island and rescue Scizor the explorer. (Talk to Mr.Mime by Kecleon Brothers’ shop in order to gain access to Blizzard Island) 3. Go to Crevice Cave and defeat Froslass. (Gain access to after completing Blizzard Island) 4. Go to Surrounded Sea (Days later talk to Sunflora in the guild to gain access to Surrounded Sea) 5. Go to Miracle Sea and defeat Gyarados. 6. Go to Aegis Cave (gain access to a few days later by going into the guild to meet Team Charm) and defeat Regigigas, 4 Hitmonlee and 4 bronzong 7. Complete Azurill’s Nightmare. 8. Complete Mt. Travail. 9. Complete The Nightmare. 10. Complete Spatial Rift and defeat Palkia. 11. Complete Dark Crater and defeat Darkrai, Arbok, Rhyperior, Magcargo, Magmortar, Aggron and Mismagius.
